The Opioid Crisis Is Blurring the Legal Lines Between Victim and Perpetrator

In response to an opioid crisis that has driven total drug overdose deaths in the United States to record highs, more than 64,000 in the last year for which there is data, police departments around the country have retooled their response to opioid overdoses to treat each incident more like a crime scene.
