Opioid epidemic leads to record Winchester foster care numbers

WINCHESTER — As of Thursday, there were 72 children living in foster care in Winchester. That's more than at any other time in the city's history. Winchester Department of Social Services Director Amber Dopkowski says the city's foster care population has been growing since fiscal year 2013.
