He was arrested for DUI and refused to submit to a breathalyzer test. A few minutes later another vehicle was stopped between Eastpoint and Carrabelle traveling in excess 90 mph. Accoriding to deputies, this car was passing cars and driving carelessly. This driver was also arrested for DUI.
